He graduated from the Rochester Institute of Technology in 1956 alongside notable photographers such as Bruce Davidson and Jerry Uelsmann. Turner's work is characterized by a 'dramatist's sense of event' and has been featured in major museums including the Maison Européenne de la Photographie, the Tokyo Metropolitan Museum of Photography, and the International Center of Photography. He was recognized for his significant contributions to photography with an Outstanding Achievement award from the American Society of Media Photographers (ASMP) in 1981.
